Lebanon: Establish international investigation into deadly attacks using exploding portable devices - Amnesty International

 An international investigation must be established to hold perpetrators of the simultaneous mass explosions targeting electronic devices across Lebanon and Syria, which injured more than 2,931 people and killed at least 37, including at least four civilians, accountable, said Amnesty International ahead of a UN Security Council meeting today to discuss the explosions.

Should Israel be determined to be responsible, then these attacks took place in the context of an ongoing armed conflict. The evidence indicates that those who planned and carried out these attacks could not verify who else in the immediate vicinity of the devices would be harmed at the time of the explosion, or even whether only fighters had been given the pagers and radios. Therefore, the attacks were carried out indiscriminately, would be unlawful under international humanitarian law and should be investigated as war crimes. The attacks also violated at a minimum the right to life under international human rights law, which continues to apply in situations of armed conflict, and likely other human rights, depending on the various impacts of the attack on the Lebanese population and their daily lives. 

Although the Israeli government has not officially commented on the attacks, on 18 September, Israeli Defense Minister Yoav Gallant declared that a “new era” of war with Lebanon is beginning and praised the “excellent achievements” of the Israeli security and intelligence, a statement which has been interpreted as an implicit acknowledgement of Israel’s role in the attacks. The Lebanese authorities and US officials have also indicated they believe Israel orchestrated the attacks.

Israeli airstrike levels two residential buildings in Beirut suburb - The Cradle

An Israeli airstrike in the heart of southern Beirut destroyed two residential buildings on 20 September, killing at least 9 people and injuring dozens more, including women and children.

Israeli media claimed the airstrike targeted the commander of Hezbollah's elite Radwan Force, Ibrahim Aqil, who took the place of former top military commander Fuad Shukr, assassinated by a similar Israeli strike on a building in Beirut in July.

Friday's airstrike followed dual terror attacks in which Israel's intelligence service detonated thousands of communication devices, killing 37 and injuring thousands throughout Lebanon.

Al-Mayadeen's correspondent said that children were among the casualties after four missiles struck a building located in the al-Qaim neighborhood in the Southern Suburb of Beirut.

The Radwan Force: Hezbollah’s Elite Unit - This is Beirut

 The recent Israeli airstrike on Beirut’s southern suburbs resulted in the death of Ibrahim Aqil, the head of Hezbollah’s elite military unit, the Radwan force. This specialized unit gained notoriety for its pivotal role in the abduction of two Israeli soldiers in July 2006, an event that sparked " the July War ".

Originally known as the intervention unit, it was later renamed in honor of Imad Mughniyeh, the Hezbollah chief of staff who orchestrated the abduction. Following Mughniyeh’s assassination in February 2008, the unit was rechristened with his operational alias, “Hajj Radwan.” The Radwan force stands as the linchpin of Hezbollah’s arsenal, boasting sophisticated weaponry and highly trained members.

Estimates put their manpower at 2,500 fighters per Israeli sources and 10,000 per Hezbollah estimates. Trained under the supervision of Iran’s Quds Force, these operatives gained invaluable experience on the Syrian battlefield while supporting President Bashar al-Assad.

According to the Alma Research and Education Center, the Radwan unit’s different divisions are subdivided into multiple smaller units or squads, typically consisting of 7-10 operatives based in specific geographic regions. The Shiite communities in various locations, particularly in southern Lebanon, serve as vital logistical hubs for these squads. These units are stationed in warehouses within villages and military zones nearby, storing ammunition and essential supplies for immediate use. This setup allows the Radwan force squads to function autonomously, without constant directives or external logistical support. Squad leaders are granted significant autonomy to swiftly make tactical decisions on the ground.

Their primary operational focus remains in southern Lebanon, defending their territory against potential Israeli offensives.

Since October 8, Wissam Tawil , commander of the unit was killed on January 8, 2024. Nine other regional commanders including Abbas Raad, son of Hezbollah MP Mohamad Raad, have also been killed since the beginning of the war on october 8.

PM Mikati: Israeli airstrike shows disregard for humanitarian, legal, and ethical considerations - LBC

Caretaker Prime Minister Najib Mikati chaired a Cabinet meeting on Friday at the Grand Serail. 


Following the session, Mikati emphasized that the Israeli attack on a populated residential area underscores that Israel disregards any humanitarian, legal, or ethical considerations.

He condemned the violence that resulted in dozens of martyrs and thousands of injuries, describing it as a severe violation of human rights and justice.

In his opening remarks, Prime Minister Mikati referred to the unprecedented security crisis Lebanon faced this week, which resulted in thousands of casualties. 

He labeled the events as a heinous crime and a form of 'genocide,' calling on the international community to take a clear stance against these atrocities. 

He requested an emergency United Nations Security Council meeting to address the situation.

Finally, he confirmed the Cabinet's commitment to discussing the budget to ensure citizens' economic stability and social security, with the next meeting to be scheduled based on the circumstances. 

In response to a question, he reiterated Lebanon's commitment to UN Security Council Resolution 1701 while stating that Israel continues to violate this resolution.

The Israeli military launched an airstrike Friday in the southern suburbs of Beirut, targeting senior Hezbollah leader Ibrahim Aqil, according to Israeli Army Radio.


Aqil, also known as Tahsin, is a senior Hezbollah leader involved in the organization's military operations.

“He is part of Hezbollah's Jihad Council, the highest military body within the group. Aqil was previously a key member of the Islamic Jihad Organization, Hezbollah's militant wing responsible for significant attacks in the 1980s, including the bombings of the U.S. Embassy in Beirut in April 1983 and the U.S. Marine barracks in October 1983, which collectively resulted in over 300 deaths. “The U.S. government has targeted Aqil with sanctions for his role in Hezbollah's activities. In 2015, the U.S. Department of the Treasury designated him under Executive Order 13582, and in 2019, he was listed as a Specially Designated Global Terrorist under Executive Order 13224. The U.S. Rewards for Justice Program has been offering up to $7 million for information leading to Aqil's location or capture,” the U.S. Rewards for Justice Program said.

There has been no immediate comment from Hezbollah or Lebanese authorities regarding the strike.

150 rockets fired from Lebanon at northern Israel within 1 hour, Israeli army responds - AA

 At least 150 rockets were fired on Friday from Lebanon at military sites and settlements in northern Israel within one hour, according to the Israeli Army Radio.

It reported that “about 130 rockets were fired at Galilee and the Golan Heights in two separate waves.”

The Army Radio later added that approximately 20 more rockets were launched toward the Meron area in the north, with most landing in open areas.

This marked a significant escalation in the ongoing conflict between the Lebanese group Hezbollah and Israel, with intense cross-border exchanges seen throughout the region.

In response, Israeli artillery began shelling multiple areas in southern Lebanon, Israeli Broadcasting Authority said.

 In a significant escalation since the onset of cross-border confrontations between Hezbollah and Israel on October 8, Israeli artillery resumed striking targets in southern Lebanon following a violent Thursday night.

A low-flying reconnaissance drone has been roaming the skies of southern Lebanon since the early hours of the morning. Additionally, more than one hostile drone, including Heron and Hermes models, was flying at low altitude over the towns of Bafliyeh, Bareesh, and Debaal.

For its part, Hezbollah claimed an attack on the Metula settlement on Friday.

Israeli army spokesperson Avichay Adrae announced on Friday that the army had shot dead two fighters from the pro-Iranian group, who had been trying to plant explosive devices near the border on Sunday. An Israeli commando team removed the bodies.

Heavy Intensification of the Hostilities
Additionally, the U.N. peacekeeping force in south Lebanon urged de-escalation on Friday after a big increase in hostilities at the Lebanese-Israeli border.
The UNIFIL force has witnessed “heavy intensification of the hostilities across the Blue Line” and throughout its area of operations, the UN body spokesperson Andrea Tenenti told Reuters.
“We are concerned about the escalating tensions along the Blue Line and urge all parties to de-escalate immediately,” he said.

Sayyed Nasrallah challenges Netanyahu to return settlers to North - Al-Mayadeen

“We have received messages that the objective behind this strike is to halt the fighting on the Lebanese front, and threats that there will be more if we don’t stop,” he said, reassuring that “the broad bombings did not affect the resistance’s structure.”

After Nasrallah’s speech, we don’t know what’s really going to happen because in his speech, at least from what I heard, there was nothing revealing.

But at the same time, there was something that felt ambiguous – when he spoke about the methods that are different, when he spoke about keeping the accountability or the retaliation within a very small circle.

I think he spoke about the investigation within the organization, within Hezbollah – that inside the party they are also looking in different ways to how they are discussing their plans for the future.

When he’s saying that “whenever I am going to retaliate, I’ll keep this plan within the narrowest circle”, this is very important.

With respect to the Israeli attacks on Tuesday and Wednesday, the pager and walkie-talkie attacks, he was clear at saying this was a strike, this was a very big blow for Hezbollah, and he used the word, darba, which is like a strike for Hezbollah.

 The death toll from two waves of wireless communication device explosions in Lebanon rose to 37 and thousands were injured, Health Minister Firas Al-Abiad said on Thursday.


Thousands of pagers exploded in the capital Beirut and several areas across Lebanon on Tuesday, killing 12 people, including two children, and injuring 2,323 others. A second way of device blasts killed 25 people and injured 608 others on Wednesday.


"The explosions showed the unity of the Lebanese people in all areas in the face of the incident," Al-Abiad told a press conference in Beirut.


He said hundreds of doctors and medics rushed to provide help to the victims of the blasts, adding that 287 injured people remained in intensive care units.

 United Nations Secretary-General Antonio Guterres has said that civilian objects should not be weaponized, in the wake of a deadly wave of explosions across Lebanon targeting pagers used by Hezbollah.

"I think it's very important that there is an effective control of civilian objects, not to weaponize civilian objects -- that should be a rule that... governments should, be able to implement," Guterres said Wednesday at a briefing at U.N. headquarters.

Hundreds of wireless paging devices belonging to members of the Iran-backed group exploded simultaneously on Tuesday, hours after Israel said it was broadening the aims of the Gaza war to include its fight against Hamas's Lebanese ally.

Those explosions killed 12 people and wounded up to 2,800, with new device blasts reported by Lebanese state media on Wednesday.

"As important as the event in itself, is the indication that this event confirms that there is a serious risk of a dramatic escalation in Lebanon -- and everything must be done to avoid the escalation," Guterres said.

"What has happened is particularly serious, not only because of the number of victims that it caused, but because of the indications that exist that this was triggered, I would say, in advance of a normal way to trigger these things, because there was a risk of this being discovered."

'We don’t know if our phones are safe': Lebanon on edge after exploding device attacks - BBC News

 Just as crowds had gathered to mourn some of those killed in Tuesday’s wave of pager-bomb attacks, an explosion sparked chaos in Dahiyeh, Hezbollah’s stronghold in southern Beirut.

In the surrounding area there was bedlam as the sound of the explosion echoed through the streets. The chants stopped. Those gathered looked at each other, some incredulous.

As reports spread that this was part of a second wave of explosions now targeting walkie-talkies, no electronic equipment was considered safe.

In Dahiyeh, Hezbollah supporters stopped our team several times, demanding we did not use our phones or our camera.

One of our producers received a message from a friend, who said she had changed her Lebanese SIM card to an international number, concerned that her phone could explode, too.

Many people here, and across the country, are inevitably wondering what will come next. Some even say they do not know if it is safe to walk next to other people, and are changing their plans.

"Everyone is just panicking… We don’t know if we can stay next to our laptops, our phones. Everything seems like a danger at this point, and no one knows what to do,” one woman, Ghida, said.

The confusion was made worse by rumours that spread on social media. One of them suggested that even solar panels were blowing up. "A state of panic overwhelmed people,” another woman said. “And frankly, this situation is very frightening”.

Wednesday’s attack, which killed 25 people, came as the country was still shocked and angered by what happened the day before, when thousands of pagers exploded in a synchronised attack, after users received a message they believed had come from Hezbollah.

 Lebanon has been rocked this week by an Israeli attack targeting Hezbollah that turned communication devices into bombs, leaving dozens dead and injuring thousands more.

On Tuesday afternoon, thousands of pagers exploded across the country, killing at least 14 people.

On Wednesday, walkie-talkies blew up, including at the funerals of some of those who died the previous day: at the time of writing at least 20 people are dead from that attack.

Many of the estimated 4,000 people who have been maimed have injuries to the head and stomach. Some have lost their eyesight or limbs, notably fingers. Hundreds are still in a critical condition.

As is its policy, Israel has neither confirmed nor denied its alleged involvement in the attacks.

Lebanon and Hezbollah have blamed Israel for attacks on Hezbollah's communications equipment that killed 37 people and wounded around 3,000, overwhelming Lebanese hospitals and wreaking bloody havoc on the militant group.
Israel has not directly commented on the attacks, which security sources say were probably carried out by its Mossad spy agency, which has a long history of carrying out sophisticated attacks on foreign soil.
"There is no doubt that we have been subjected to a major security and military blow that is unprecedented in the history of the resistance and unprecedented in the history of Lebanon," Hezbollah leader Hassan Nasrallah said in his TV address, filmed at an undisclosed location.
"This type of killing, targeting and crime may be unprecedented in the world," he said, appearing in front of a featureless red background in his customary black turban.
The attacks "crossed all red lines", he said. "The enemy went beyond all controls, laws and morals," he said adding the attacks "could be considered war crimes or a declaration of war, they could be called anything and they deserve to be called anything. Of course that was the intention of the enemy."
